Constructed of machine woven silver grey cotton threading, the exterior bearing a machine embroidered black inscription of KURLAND, flanked on the left by a machine embroidered black shield bearing a Teutonic Order style cross with each arm completing in a fleur de lys, flanked on the right by a shield bearing a coat of arms of the former Courland capital city of Mitau (now Jelgava),
