Constructed of bronze with multi coloured enamels, the obverse consisting of white enameled disc bearing an inscription of KREISSIEGER 1939 (REGIONAL WINNER 1939), within a laurel wreath, overlaid by a German national eagle clutching a cog wheel, in turn bearing a HJ insignia in the form of a red and white enameled diamond with a central black mobile swastika, the reverse with a barrel hinge and
